促进新能源消纳的交易机制及效益研究

摘要: 本文基于促进高比例新能源消纳问题,首先针对自备电厂发电权交易、备用辅助服务交易、分时电价交易三种市场机制,构建了市场机制对新能源消纳的贡献度模型;然后基于促进新能源消纳的市场机制分析其环境效益、节省购电成本效益和供电可靠性提升效益,并构建量化模型对市场机制效益进行量化。最后选取西北某地与东南沿海某地两地数据进行效益测算,结果证明有效的市场机制可促进高比例新能源消纳,同时带来可观的效益。本文可以为促进我国高比例新能源消纳的市场机制设计提供参考意见。

Abstract: Based on the problem of promoting high proportion of new energy consumption, this paper firstly constructs a contribution model of market mechanism to new energy consumption, aiming at the three market mechanisms of power generation rights trading, standby ancillary services trading and time-sharing electricity price trading of self-owned power plants; secondly, it analyses its environment based on the market mechanism of promoting new energy consumption. Benefits, cost-effectiveness of electricity purchasing and reliability of power supply are improved. Quantitative model is constructed to quantify the benefits of market mechanism. At last, the data of northwest and southeast coastal areas are selected to calculate the benefits. The results show that the effective market mechanism can promote the high proportion of new energy consumption, while bringing considerable benefits. This paper can provide reference for the design of market mechanism to promote the high proportion of new energy consumption in China.
