可再生能源发电与核电协调调度及发展

摘要: 2016-2017年,中国出现相当程度的弃风、弃光现象,核电平均利用小时数下降明显,核电电量损失严重。在清洁能源消纳受限地区,可再生能源发电与核电如何优化调度和协调发展,将是中国部分地区面临的问题。根据中国现行节能发电调度办法,风电、光伏发电调度排序在核电之前。以全社会效益最大化为出发点,从经济、环保、电网友好性、安全及国际经验角度,对风电、光伏与核电调度顺序进行分析比较,建议有关部门对现有发电调度顺序进行适当优化,将核电机组调度顺序安排在风电之前,同时建议核电省份在制定清洁能源规划时,合理控制风电开发节奏,以利于解决清洁能源消纳问题。

Abstract: For the period from 2016 to 2017, substantial abandonment of wind and light took place in China. The average utilization hours of nuclear power declined significantly with serious curtailment of nuclear power generation. For those regions with limited clean energy consumption capacity, it is becoming increasingly urgent to optimize the dispatch and coordinate the development of renewable energy power generation and nuclear power. According to China's current energy-saving power generation dispatching guidelines, wind power and photovoltaic power generation are given higher priorities than nuclear power. In this paper, in consideration of the maximization of the overall society benefit as the starting point,, the author conducted the analysis and comparison of the dispatching sequence of wind power, photovoltaic power and nuclear power from the point of view of economy, environmental protection, grid friendliness, security as well as the past experience from different countries. It is advised that the relevant departments should optimize the existing dispatching priorities appropriately and privilege nuclear power units over wind power units. Also it is suggested that for those nuclear power provinces the wind power development should be managed reasonably when formulating the clean energy plan in order to solve the dilemma of clean energy absorption.
